These rules are the rules that entered into force as of June 18, 2021. The quarantine rules regarding the Guvende Kal application may change according to the decisions of the Council of Ministers. It is the person's own responsibility to keep up-to-date.

1. What should I pay attention to when using an electronic wristband?

  • Although there is no problem in using the wristband in daily life activities (such as bathing, dishwashing, hand washing), it is important for healthy use that it is not in contact with excessive water.
  • The wristband cord should not be pulled for stretching purposes.
  • It is necessary to stay away from all physical activities where the wristband may be hit or to do these activities carefully.
  • The button on the wristband should not be pressed unless necessary, the relevant button is used by technical teams for control purposes.
  • If the cord breaks or stretches, no adhesive should be used and the Quarantine Tracking Call Center (0533 878 10 24) should be informed.

2. In which cases is a service fee charged?

  • Your phone's internet, bluetooth feature and Guvende Kal application should always be active. In case of non-compliance with these rules, 100 TL will be deducted from your deposit fee as a service fee in case of visits to the house each time by the relevant teams.
  • In cases where band replacement is required due to any process that may damage the wristband, such as deformation, breaking, cutting, etc. of the wristband, a fee of 58 TL (50TL + 16% VAT) will be charged for the wristband cord, in addition to the 100 TL received within the scope of the service provided to the home for control.

3. Do I need an internet connection on my phone as long as I stay in home quarantine?

The Internet connection on your phone provides the link between the Güvende Kal application and the Tracking Center. During your quarantine, your phone should not be disconnected from the internet and the location status of the application should be selected as always.

4. Why should the bluetooth be turned on?

From the moment the electronic wristband is activated, it is paired with the Güvende Kal application and it continuously communicates with your phone via bluetooth technology.

5. If my mobile phone runs out of battery, will I be in violation?

Your mobile phone must be always on and connected to the internet. In order for the application to work properly, the battery status of your phone should not be low. If your battery is low, you will be in violation.

6. Is there any problem in case of liquid contact with the electronic wristband?

Electronic wristbands are resistant to liquid contact, and there will be no problem with liquid contact.

7. Can I remove the electronic wristband and put it back on whenever I want?

Electronic wristband should never be removed. If it is removed, you will be in violation.

8. I couldn't download the app, can someone in my family download for me?

The phone from which you downloaded the application and paired with electronic wristband should be with you during your stay in quarantine.

9. What should I do after my quarantine period has expired?

After your quarantine period expires, you should have your PCR test done on the specified day and within the allowed time period as a text message to your contact number, and return to your location during the home quarantine period without visiting any place and wait for your test result to be obtained.

10. How can I remove the wristband after I have done my PCR test? Is it okay if I take it out myself?

After your PCR test result is issued, you will upload your result to the "Send PCR Result" field in the Guvende Kal application, and go to our return points without removing the electronic wristband and your wristband will be removed by authorized persons.

11. After my quarantine period, will the PCR test be charged?

If you choose to do it in private health institutions, you must pay the test fee yourself.

12. What happens if I do not return within the given time on the last day of my quarantine?

If you arrive late during the home quarantine period, your information will be shared with the Police Forces and legal action will be initiated against you.

14. Can I use the electronic wristband in other quarantine processes?

Wristbands must be returned after your quarantine period has expired.

15. How will I get the deposit I paid after the quarantine period is over?

With the end of your quarantine process, you must go to the nearest Wristband Return Point after you receive the notification from the Quarantine Tracking Center. After the necessary checks are made to remove your wristband (with the wristband undamaged and intact), the fee you paid to your debit card or credit card will be refunded. The return period may vary depending on your bank's return procedure.

16. What is the procedure that will happen, if I leave my quarantine location?

If you breach your quarantine location, you will be called by the Quarantine Tracking Center. If you cannot be reached or you cannot prove that you are in the position you have determined, your violation will be transferred to the police.

17. How much time is given for me to reach to my quarantine address once the electronic wristband is attached?

After you left the place where you wear the electronic wristband, a certain time is given for you according to the distance of your end destination. You are expected to reach your quarantine address without any hesitation within the given time period.

18. Will I receive any notification if I leave the quarantine location?

A notification will come through the application and you will be warned by announcements.

19. If the electronic wristband is broken or the cord is damaged, how can I pay the breakdown fee?

The authorized person sends a message to the your phone for payment. Once you open the link in this message, by entering the credit card information, you will be able to make payment. Once the authorized person sees the payment , he / she exchanges the wristband and / or cord.

20. Should my children wear the electronic wristband?

Electronic wristbands are not worn for children under the age of 12 and under. However, your children should not leave your quarantine location during your stay in quarantine.

21. Where should I call if I have problems with the Electronic Wristband and Güvende Kal application?

22. Who should I call to go out if there is an emergency situation?

Home Quarantine Criteria

  • In order to implement home quarantine, it is obligatory to have a separate room, toilet and bathroom belonging to the person in such a way that there is no contact with other individuals in the house (residence, dormitory, lodging, etc.). Otherwise, other non-contact individuals must stay in another residence.
  • In cases where these conditions are not met, the contact person is put into hotel quarantine.
  • If there is an individual living at home > 65 years old and/or with risk factors that may cause severe COVID-19, quarantine is not allowed in the same house.
  • Persons living in public areas (housing, dormitory, military unit, etc.) and compulsorily using common areas cannot be included in the scope of home quarantine. Home quarantine is applied in institutions that can fulfill the conditions in Article 1.
  • In cases where these conditions are not met, the contact person is put into hotel quarantine.
  • If there is more than one contact person living in the same house, home quarantine is applied in the houses that meet the conditions in Article 1. If home conditions do not comply with Article 1, if individuals have the opportunity to stay in a separate house, home quarantine is applied. In cases where these conditions are not met, the contact person is put into hotel quarantine.
  • If the contact person is under the age of 18, accompanied by a parent and can fulfill the conditions in Article 1, home quarantine is applied. If home conditions do not comply with Article 1, if individuals have the opportunity to stay in a separate house, home quarantine is applied.
  • In cases where both of these conditions are not met, the contact person is placed in hotel quarantine with a parent.
  • Home quarantine is applied in the presence of a contact dependent on someone else's care. The person who will provide his care tries to meet the conditions in the 1st article. The caregiver must also comply with home quarantine rules. He cannot accept visitors to his residence.
  • Hotel quarantine is also applied to people who do not wear wristbands or who cannot wear wristbands for any reason.

Quarantine at home is when the contacts live without leaving the house and without contacting other people in the house. Home quarantine begins when the first PCR test result after the last contact date is negative. It is terminated when the PCR test is negative on the 10th day after the last contact date. The day after the last contact date is considered the first day.

** An important reason for quarantine is that you may be infected even though you show no signs of illness. When a person has the virus without knowing they are sick or feeling any symptoms, they can transmit the disease to others. Quarantine helps prevent the spread of the disease.


Things to watch out for in quarantine at home;

  • The quarantine covers 10 days after the last contact date. Home quarantine is 7 days for people who are double vaccinated and have passed 14 days after the 2nd dose vaccination date.
  • Absolutely no visitors are allowed to the house. Family members do not enter the room where the contact person is.
  • To increase air circulation, the room is ventilated by opening the window for at least 15 minutes.
  • Plates, spoons, forks, etc. materials to be used by the person in contact should be disposable if possible. If it is not possible, it should be washed in the dishwasher or using gloves at high temperatures.
  • Textile products such as clothes, towels and sheets used by the person in contact are washed with detergent at 60-90°C.
  • If the contact person has a positive COVID-19 test, the areas where the person is located are disinfected. Disinfection is done with 1% diluted bleach (1 small tea glass of bleach is put into 10 liters of water).
  • The contact person should call 1102 and inform when he/she feels any symptoms (fever, cough, weakness, headache, etc.).

Necessary Home Conditions

  • In order to apply home quarantine to positive people, it is obligatory to have a separate room, toilet and bathroom belonging to the person in such a way that there is no contact with other individuals in the house (residence, dormitory, lodging, etc.). Otherwise, other individuals must stay in another residence.
  • The covid-19 positive person who is taken into home quarantine is monitored with a wristband. Cannot leave the house during the quarantine (only in case of emergency with the knowledge of the quarantine center)
  • Visitors to the house where the Covid-19 positive person is quarantined cannot be accepted.


FUNCTIONING OF THE PROCESS

  • The person is called by the personnel of the Ministry of Health and informed that the test is positive.
  • It is said that by going to another test center, it should not repeat the test and not increase the contamination.
  • It is stated that he will come to the Pandemi Hospital at the time he is told, that his evaluations will be made and that it will be decided to monitor him at home or in the hospital. Information is obtained about their close contacts in the fields of home, work and social activities.
  • If it is decided to be monitored at home as a result of the evaluation when he arrives at the hospital, the wristband is put on and the patient is sent home. In case of any problem, the phone number to be contacted is reported.
  • On the 10th day of home follow-up, the patients are given an appointment and control PCR is performed. If the test result is negative, the home quarantine is terminated or if it is positive, the test is repeated after 3 days.
  • If a positive person has an increase in shortness of breath, chest pain and existing symptoms (fever, cough, weakness, headache, etc.) at home, they should call 1102 and inform them.

Note: If the Covid-19 positive person has not entered the quarantine alone because he is a child or in need of care, etc., when the patient's test turns negative, the PCR test is also performed on the caregiver. If the caregiver's test is negative, this time the caregiver is placed in a contact quarantine for 10 days.
